Background story:
Feliciano was the second son in the Fredrick Ferrari's family, his first son was Fernando Ferrari. The sons were easily spotted as Fernando was characterized as handsome, well spoken, intellectual, and socialable. Feliciano was ugly, horrible manners, and hated socializing. Feliciano loved and respected; fear and power. He focused his intellect on strategy such as heists, drug dealing, weapons marketing, mercenary sales, slave trading, biochemical equipment. He knew the ins and outs of every deal he made, secured every last one of them. Upon Batman appearing in Gotham, Feliciano had narrow escapes as most of his deals were with bigger named criminals who, Batman valued more than Feliciano, nothing new as a matter of fact, Feliciano was used to being second place.
Feliciano's final encounter with Batman occurred when he paid Deadshot to kill Fernando and Fredrick Ferrari, so that Feliciano could take over the business. Batman discovered this conspiracy upon defeating Deadshot, Batman confronted Feliciano on his yacht which resulted in Feliciano being hospitalized and later arrested, the family business was lost, his yacht destroyed, and his health was worse than before. Feliciano wanted revenge but, his multiple sclerosis was accelerating out of control, he used what money he had saved to bail out of jail and before plotting revenge on Batman he was approached by Dr. Hugo Strange, who offered a cure with side effects to Multiple Sclerosis.
Hugo Experimented on Feliciano and transformed him into a furry human / rat hybrid. His eyes were constricted while his nervous system had quick reaction time. Feliciano left behind his name after his transformation and went by the name "Twitch" for his ability to draw a gun and fire up to 900 rounds per second with a semi-automatic weapon.
Note: Character concept is based on the character "Twitch" from the League of Legends. I simply use the character portrait as a base for the characters story in a Batman universe.
